Minutes of the May 2, 2005 meeting in Indianapolis

 

PRESENT

MINUTES

The minutes of the March 25, 2005 were recommended for approval.  A motion for approval was made by Phil Hoskins; seconded by Janis Qualizza; motion approved 17-0.

 

APPROVE LEGAL SERVICE CONTRACT

Commissioner Ress recommended, for approval, an extension of the legal services contract with Hoover, Hull, Baker, and Heath for attorney Robert Baker.  A motion for approval was made by Patrick Mapes; seconded by Phillip Gardner; motion approved 17-0.

 

REVIEW STATUS OF GYMNASTICS AS AN IHSAA SPONSORED SPORT

Assistant Commissioner Searcy reported on the status of gymnastics as an IHSAA sport.  Per Rule 1-4 of the IHSAA By-Laws, sports that do not maintain at least 25% participation of the member schools will be reviewed annually for purposes of determining future tournament and recognition status.  The number of member schools that participate in gymnastics has remained consistent for the past four years at approximately 86.  A motion to continue IHSAA sponsorship of girls gymnastics was made by Jim Feist; seconded by Pam Noble; motion approved 17-0. 

 

APPROVE THE GYMNASTICS COACHES PROPOSALS

The Executive Committee took the following action in response to proposals presented by the Indiana Coaches of Girls Sports Association Gymnastics Committee during the March meeting:

 

1.   At tournament meets, do not flip the order of rotation within the blocks.

A motion to approve the establishment of a consistent order within each block of competition during the tournament series was made by Randy Barrett; seconded by Janis Qualizza, motion approved 17-0.

 

2.   Provide more individual medals at the State Meet.

A motion to approve increasing individual medals at the IHSAA State Championships was made by Michael Powell; seconded by Roy Simpson; motion failed 0-17.

 

3.   Provide more team medals at the State Meet.

A motion to approve increasing team medals at the IHSAA State Championships was made by Patrick Mapes; seconded by Nancy Alspaugh; motion failed 0-17.

 

APPROVE THE SWIMMING COACHES PROPOSALS

The Executive Committee took the following action in response to proposals presented by the Indiana Coaches of Girls Sports Association Swimming Committee and the Indiana High School Swim Coaches Association during the March meeting:

 

1.   In the case of a tie for the 32nd qualifying position (not a cut-off time) for the State Meet, all ties will be accepted and those participants will compete in the preliminary round of the State Meet.

A motion to allow all ties for the 32nd qualifying position for the IHSAA State Championships to advance was made by Phillip Gardner; seconded by Randy Barrett, motion approved.

 

2.   Sixteen (16) place scoring be used for Sectionals and award ribbons for places 1 through eight (8) at the Sectional Meet.

A motion to approve a sixteen (16)  place scoring format for sectional level of the IHSAA Swimming and Diving tournament series was made by Jim Feist; seconded by Patrick Mapes; motion failed 0-17. 

 

APPROVE THE WRESTLING COACHES PROPOSALS

The Executive Committee took the following action in response to proposals presented by the Indiana High School Wrestling Coaches Association during the March meeting:

 

1.   The IHSWCA proposes the implementation of full wrestlebacks, from the quarterfinals, during the state tournament series at the Regional and Semi-State levels.

After considerable discussion, a motion to approve the wrestlebacks from the quarterfinals at the wrestling regional and semi-state levels was made by Dennis Bunda; seconded by Phil Hoskins, motion failed 5-12, with Pam Noble, Paul Neidig, Dennis Bunda, Debb Stephens, and Janis Qualizza supporting the motion. 

 

PROPOSAL FROM THE IIAAA

Tim Slauter, McCutcheon High School, Geoff Penrod, Columbia City High School, & Ed Gilliland, LaPorte High School presented the following proposals on behalf of the Indiana Interscholastic Athletic Administrators Association (IIAAA):

1.   Change the scoring of regular season volleyball matches to the best 2 out of 3, play all three games to 25 points, must win by 2 (no cap); jv and freshmen matches best 2 out of 3 to 21 points, must win by 2 (no cap).

2.   Eliminate the 2 minute serving time during warm up of the varsity match.

The Executive Committee will take action on these proposals at its next regularly scheduled meeting.

 

REPORT FROM THE STUDENT ADVISORY COMMITTEE

Kathy Hill, a member of the IHSAA Student Advisory Committee, presented the year end report.  The group’s activities included conducting student meetings that were held in conjunction with the Fall Area Principals meetings, and planning for the second annual IHSAA Student Leadership Conference.

 

REPORT ON THE 2005 IHSAA CENTENNIAL SCHOLARSHIP RECIPIENTS

Commissioner Ress presented the list of ten 2004-05 scholarship recipients.  Member school principals have been notified, and a media release will be issued this week.

 

2004-05 BOYS & GIRLS TRACK & FIELD TOURNAMENT STARTERS

Assistant Commissioner Cox presented a list of track and field starters who have applied to work the 2005 tournament series. 

 

2004-05 GIRLS TENNIS TOURNAMENT OFFICIALS

Assistant Commissioner Wynns presented a list of USTA officials who may assist with the 2005 girls tennis tournament series.

 

2004-05 BASEBALL TOURNAMENT UMPIRES

Associate Commissioner Craft presented a list of baseball umpires who have applied to work the 2005 baseball tournament series. 

 

2004-05 SOFTBALL TOURNAMENT UMPIRES

Assistant Commissioner Searcy presented a list of softball umpires who have applied to work the 2005 softball tournament series. 

 

TRANSFERS

Assistant Commissioner Craft reported on transfers that have been ruled upon during the 2004-05 school year.  This report included the following actions as of May, 2005:

SPORTSMANSHIP

Assistant Commissioner Wynns relayed information pertaining to unsportsmanlike conduct reports that have been received this year.  Unsportsmanlike conduct reports for sports have decreased 12% from last year at this time.  Mrs. Wynns commended the ongoing education that member schools are providing to insure that sporting behavior is an expectation.

  

FINANCIAL REPORTS ON SELECTED WINTER SPORTS

Associate Commissioner Craft reported on the attendance and finances for the 2004-05 Boys Basketball Tournament Series.  Total attendance figures increased from last year, which positively affected the overall revenue. 

 

Assistant Commissioner Wynns reported on the attendance and finances for the 2004-05 Girls Basketball Tournament Series.  Total attendance figures also increased from last year, which positively affected the overall revenue. 

 

Assistant Commissioner Searcy provided the Executive Committee with the annual attendance and financial report for the 2004-05 Gymnastics Tournament Series.  The net total for the gymnastics tournament series showed a deficit of $5,800, which is a net improvement of 31% from last year’s figures.

 

LITIGATION REPORT

Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

 

PENALTIES ASSESSED

The following penalties were assessed for various violations of the IHSAA By-Laws:

Avon High School

Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys swimmer participated in four meets)

1.       The Avon High School boys’ swimming program is issued a warning. 

2.       The student athlete involved in this violation shall be suspended and declared ineligible for further competition until his academic record meets the minimum standards of Rule 18-1.

3.       In accordance with Rule 3-9, the schools against whom the ineligible athlete participated shall be notified of this violation, the points scored by the ineligible swimmer shall be forfeited, and the scores of the meets recalculated to reflect the forfeits.

4.       The administration of Avon High School is commended for its reporting and handling of this matter.

 

Beech Grove High School

Commissioner Ress reported the following action as a result of a violation of Rule 14-1 (Used unlicensed softball umpire for JV softball game)

1.       The Beech Grove High School softball program is issued a warning.

2.       It is our understanding that, in accordance with Rule 3-9 of the IHSAA By-Laws, North Central High School has been notified of this situation and that the game would have been forfeited if Beech Grove was victorious. 

3.   The administration of Beech Grove High School is commended for its reporting and handling of this matter.

 

Blue River Valley High School

Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible baseball player participated in two games)

1.   The Blue River Valley High School baseball program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition until his academic record meets the minimum standards of Rule 18-1.

3.   In accordance with Rule 3-9, Northeastern High School should be notified of this violation and the games in question shall be forfeited if Blue River Valley was victorious.

4.   The administration of Blue River Valley High School is commended for its reporting and handling of this matter.

 

Crawfordsville High School

Commissioner Ress reported the following action as a result of a violation of Rule 10-4 (Baseball team practiced out-of-state beyond 120 mile round trip limit)

1.       The Crawfordsville High School baseball program is issued a warning. 

2.       Coach John Froedge is reprimanded for allowing this violation to occur. 

3.       The administration of Crawfordsville High School is commended for its reporting and handling of this matter.

 

Eastside High School

Commissioner Ress reported the following action as a result of a violation of Rule 10-1 (Softball team played game v. team from Syracuse, NY-PROBATION)

1.   The Eastside High School softball program is placed on probation through April 15, 2006. 

2.   Coach/Athletic Director Aaron Willard is reprimanded for causing these violations to occur.   

3.   Eastside High School softball team shall not be allowed to participate in any out-of-state contests during the 2006 softball season.

4.   The administration of Eastside High School is commended for its reporting and handling of this matter.

 

Lakeland High School

Commissioner Ress reported the following action as a result of a violation of Rule 50-1 (Golfer on boys’ team participated in meet w/o ten separate days of practice)

1.   The Lakeland High School boys’ golf program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the standards outlined in Rule 50-1.

3.   In accordance with Rule 3-9, the schools against whom the ineligible athlete participated shall be notified of this violation, the golfer who violated the rules shall be disqualified from the meet and Lakeland’s team score recalculated using the fifth golfer’s score.

4.   The administration of Lakeland High School is commended for its reporting and handling of this matter.

 

South Central (Elizabeth) High School

Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible baseball player participated in JV game)

1.   The South Central High School baseball program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition until his academic record meets the minimum standards of Rule 18-1.

3.   In accordance with Rule 3-9, the game in question shall be forfeited to North Harrison High School.

4.   The administration of South Central High School is commended for its reporting and handling of this matter.

A motion to adjourn the May 2 meeting of the IHSAA Executive Committee was made by Michael Powell; seconded by Randy Barrett; motion passed 17-0.  The next meeting of the Executive Committee will be held during the Board of Directors retreat, held on June 22nd.
